Open letter to Spammer Sh. Kumarswamy

Mr Kumarswamy, You  have re-started your efforts towards SPAM mails. I could not receive your latest e-mails as your multiple ids are blocked in my account. I had got your spam e-mails in last 3-4 years and have tried to send a comprehensive reply but I think you are back to your same old politics of discouraging people who are working for success of e-governance in India. I always had mixed feelings after reading your e-mails. At times I was impressed with the nationalist tone of your e-mails. Sometimes I was amused at the kind of persistence you followed to send your message across. Other times I was disappointed that majority of your e-mails are based on wrong facts. And many times I was upset also because your e-mails were targeting the people who have contributed a lot towards e-governance. Some e-mails also made me believe that some vested interests are misinforming you and using you to discredit people who are contributing to the cause of nation building. And many times I felt you yourself had vested interest. But having said all you definitely need to learn to work on your English and take lessons in structuring your e-mails.
Though I always block all your e-mail ids but with your persistence you send your e-mails every time through a new e-mail id. Though I have blocked even your latest e-mail id, I would like to just clarify a few things to you. 
First thing is that you had been quoting / misquoting me based on my past e-mails. But I would like to clarify it to you that whenever I write anything I always base my e-mail on some conclusive source of information or a first hand experience. All my past e-mails on shareholding patterns on NISG etc were based on information then available on website of Department of Administrative Reforms & PG. If you see my e-mails the source of information in form of web links is present there. However when I look back now, I realize that the content on DARPG website was maliciously placed by one of the officers of esteemed Civil Services. I now have obtained past records from various sources like CVC, CAG, DARPG under RTI Act and now can easily conclude that certain vested interests were purposely spreading various false information about a few people. Some individuals who had some vested interests were feeding totally false information on corruption on one side to me and misleading senior officers on my unsatisfactory performance on the other side.  Having spent more than two years in NISG would like to tell you the following: 
1. The Shareholding pattern of NISG is no secret and the same is available on its website for preview of all. NISG is a public authority under RTI and you or any one can seek any information from NISG at any time by payment of Rs 10. With regards to the private sector stake in NISG, I would like to clarify you that a lot of efforts were made by NISG, when I was part of NISG to bring in more stakeholders from private sector. However the effort was to bring in only those private companies / associations / NGOs who had no conflict of interest in area of e-governance. I have myself gone and met officials at one of the a Trade Association with one of my then Vice President. CEO, NISG has written to multiple associations / trade bodies as identified by Board of Directors of NISG. However NISG being a Not-for-Profit organization not even a single organization was keen to come on board. The first question contrary to my belief each such industry body asked was what is there for them in NISG. The belief that corporate house come on board realizing their corporate social responsibility was shaken there. I encourage you to kindly file an RTI application with NISG and obtain copies of letters written to various Industry associations, Financial Institutions, NGOs along with their replies. You will be yourself able to conclude things. But my only request to you is please do not make accusation based on rumors and limited information.
2. Your second accusation generally comes on a consulting company given many projects. I would request you to kindly look back history; the said consulting organization was one of the only two consultancy organizations in India who had a dedicated unit for e-governance in India. The same firm took over the e-gov unit of its single competitor also. So it is evident that majority of the projects would have gone to said consulting organization only. It is now that many organizations have developed full fledged teams in area of e-governance. I would now request you to kindly look the various consulting companies taken on board by NISG for various projects – Capgemini (Immigration Project), KPMG(MOIA project) , Ernst & Young (CBMC) , Wipro Consulting (UiD, Agriculture and more), PWC (MCA21 PMU, Passports, Horizontal Transfer), Delloite (e-Bharat), 3i, ILFS (CSC) are a few of the companies carrying out consulting assignments with DIT and NISG. There is no more dominance of one organization at all. And the above change was brought by Mr. Satyanaryana and Mr. CHandrashekar only. Infect Mr. Satyanaryana has gone one step ahead and conducted tr
aining programmes for private companies like CA so that the e-governance competencies should be built in private sector. The capacity building team of NISG conducts multiple programmes. 
3. As regards to various observations by me on multiple Mission Mode Projects and their implementation I would like to clarify it to you that
a. E-Governance is still an evolving area. Not only India but countries across the world including US and UK are learning from trial and error only. In any emerging area a few errors are bound to happen. 
b. The other reason, I always say that there is a scope for improvement is that many cases the appropriate stage ONE has been achieved and it is now time for stage II of the project. One example is MCA21 project where in a lot of effort has gone and the project has given tremendous learning. But now the time has come that India has to move to next stage. I always criticize because I am very keen that the course correction should happen at earliest and the Ministry / Department should move to the next benchmark as benchmark I has already been achieved. 
c. Kindly note that the fact that before Mr. Chandrashekar took over as Joint Secretary no one in India in knew about e-governance. But now all political parties, all Chief Ministers, Central Ministers, Bureaucrats and even citizens are talking and demanding e-governance. Infect one of the forward looking political party has come out with a complete Document called “IT Vision for Bharat”. The same is a big achievement in itself. And frankly telling you that by sensationalizing various e-governance issues you have also indirectly contributed to the awareness of e-governance. Infect your e-mails lead to the intellectual community to verify the claims in your e-mails and in a way they actually realized the truth and selfless work of some individuals and the potential of e-governance. Infect it was your e-mails only that forced me start verifying various issues. I was silent for a few years because I was trying to uncover the actual truth. And the actual truth is very positive and promising. I would also like to thank you that you have many times bracketed me with Mr. Chandrashekar and Mr. Satyanaryana, kindly note that I do not even have one tenth of their experience or knowledge. They had been in public services even before I was born. So, please do put me in that scale at all. My personal contribution or stake in e-governance had been limited to starting a small e-group (Millions of e-group exist on yahoo) and writing a few papers. I have to still do a lot to reach a stature equivalent to them. I think both the officers deserve a Padma Shri or some recognition for their public services. 

4. Even though I am making a second attempt at replying the issues raised by you. However as an individual I am not keen to look into your e-mails because of following reasons: 
a. You had been talking about the same thing repeatedly with no new inputs. The issues raised by you have already been investigated by the concerned authorities and no real truth was found in them. And as far as I am concerned starting an e-group, moderating an e-group, having discussions on e-group have no consequence on the e-governance in India except for sensitizing individuals on latest developments in e-governance. 
b. As I understand you are not in India and in no position to verify facts. All your e-mails are based on rumors spread by some Vested interests. Kindly note that the vested interests if are unable to seek favors from the upright officers start spreading such rumors about their integrity and thus create doubts in minds of others. Kindly note that there are still such institutions in India like Judiciary, Media, CVC, CAG, CIC which are independent. 
c. For most of us it appears that either you are part of group having the vested interests or is victim of their false propaganda. But for me I have more than one reason to believe that whatever you are doing is due to some hidden agenda of yours. If you had been so keen on transparency and truth, why have you not allowed me to become part of your yahoo-group and declined me membership. You blamed me of screening messages but did the same yourself. Your e-mails only start pouncing on me only when I raise issues about one individual and I am more than convinced that the same person is acting behind you. You had been sending wrong information about me to all persons who contribute on india-egov. It appears that your agenda is more about targeting a select individual than write your view point on e-governance in India. Please join with me on issues and discussions on e-governance and I will be happy to reply to your all queries.
d. I had seen the postings of past few years in your e-group through a friend and was amused to see that since one year there were not more than 2-3% of messages about e-governance. Your e-group discussed anything and everything on earth rather than e-governance. In case you want to achieve something you and your friends should actually focus on e-governance in India alone. In a free economy a competition is always welcome but competition should always sell its product based on strengths of its own product, rather than doing a false propaganda about the competition. 
e. I am still to see any original post by you in area of e-governance. By just sending your e-mails to people who don’t want to read them you are just proving yourself to be a spammer. My only request to you is to kindly do not send junk to me as I am not a person who wants to read some BULL-SHIT. If you have some original content, your own idea/ opinion, genuine issue in area of e-governance, I will be happiest to debate. But otherwise please beware I always block every new id of yours. 
If you strongly believe in the cause of e-governance in India, please come back to India and do something about it. In case you want to investigate conduct of individuals please file RTI in the cases you are talking and put the supporting documents in public domain.
Last but not the least I want to say you that,
I was discussing your e-mails with someone who just said “DOGS BARK BUT THE KARVAAN MOVES ON”. I am not clear what he meant by this but after that both of us felt there is no need to discuss you or your e-mails. 
So if you think by sending the e-mails written with vested interests you can have any impact on me, then you and people behind you have not understood me at all. I always go out of the way to support an upright officer and leave no stone unturned against a corrupt officer. 
If you want to debate issues in area of e-governance, you are always welcome but if you want to discuss individuals then I am sorry I request you to kindly knock another door. Please be informed I have no more time to waste on you and your various e-mail ids are permanently blocked in my e-mail. Thanks for your all mis-communication.

We all had been receiving lot of spam e-mails of one Sh.Venkat Kumarswamy We donot know who is he and what is his motive behind sending such e-mails. We Do not know where is he located and what does he do.

I am not a spammer like Sh. Kumarswamy who will send you multiple e-mails and get your e-mails blocked with junk mails. However I am sending you this e-mail in my personal capacity just to set certain records straight. I will not send any additional e-mail, joinder or re-joinder, though I will like to comment on all the baseless allegations of Sh. Kumarswamy through this one e-mail. I would request you to go through each and every paragraph of this e-mail and decide for yourself if what Sh. Kumarswamy is saying has some substance or is it just things in thin air. I would also request you that if you have doubts please personally contact individuals in the false allegations of Sh. Kumarswamy and investigate the matter for yourself. But please do not form any perception or opinion on any baseless and ill fated e-mails:

The article talks about an unholy nexus between Sh. Satyanarayana and PWC. But is the article based on facts ? If you go through the article in detail the article is based on the e-mails of Sh. Umashankar and not on facts. The article quotes the e-mails of Sh. Umashankar who was factually wrong in stating in his e-mails that which projects were awarded to which company. The article itself states that Dataquest investigation revealed that the PWC was not part of AP’s OLTP project and DIT’s eGovworld a fact stated by the said officer in his e-mails. There are more allegations in the article which are not based on facts. Additionally, Is it a crime to award the projects to one of the best consultancy company in e-Governance Domain. The article refers to projects of the period of early 2000 when e-Governance was new in India . Even though we had companies like TCS, Wipro, Satyam, , Microsoft Consulting Services etc but there main focus was e-Governance Application Development. Its only now that these companies and other consulting organizations have strengthened their e-Governance Consulting divisions. So it was natural that majority of the projects for consulting would have gone to PWC. We should also not forget that it was the PWC BIG PICTURE for AP that formed the first ever foundation of e-Governance in India .

Why Sh. Umashankar is making such allegations?
Is it because he applied for the post of Vice President at NISG and his candidature was rejected.? Well I would not like to comment on the issue.

Why Sh. Kumarswamy is making such allegation ?
Is it because he had applied for a project for the UNDP funded ICTD project and his two pager project proposal was rejected? Well I would not like to comment on this issue as well. But seeing his campaign against UNDP, NISG and DIT on the above initiative it appears that he had some personal stakes in the whole thing.

Sh. Kumarswamy’s Allegation on ICTD project
Sh. Kumarswamy’s allegation on UNDP sponsored ICTD project are as baseless as his other allegations. It must be noted that NISG is just the program manager for the project. The executing agencies are NGO’s and various state Governments. The actual fund utilization is by these state Governments and NGO’s. NISG is just managing this whole program so that the desired results are obtained. The projects were selected by a steering committee comprising of members of UNDP, DIT, NIC, NISG and Civil Society. If Sh. Kumarswamy is raising fingers on NISG on ICTD then he is raising fingers on all of the respected institutions. And that to when the funds are actually given to NGO’s and state Governments. By questioning the integrity of NISG- Sh. Kumarswamy is questioning the integrity of States like Kerala, West Bengal, Himachal Pradesh, Gujarat , Karnataka etc where an Agency of the State Government is implementing the project. We ask you Sh. Kumarswamy are UNDP, DIT, NISG, State Governments, NGOs all are corrupt and you are the only truthful man in this country…

Sh. Sameer Sachdeva ’s joining NISG
Sh. Kumarswamy has been mis-quoting various e-mails by Sh. Sachdeva about formation of NISG. The e-mails of Sh. Sachdeva were based on the note that was available on website of DARPG. However that note was an old note, after which lot of developments have taken place, though that note has not changed so far. Additionally NISG has already taken steps to take new private and Government partners on its board as equity partners. An appropriate announcement will be made by appropriate authority at an appropriate time on above subject.
As regard selection of Sh. Sachdeva in NISG – his name is synonyms in e-Governance in India . He has not only been awarded by National IT Council , Malaysia but has co-authored two books,” e-Government in Asia ” and “State, IT and Development” (wherein one chapter is contributed by President Kalam). His multiple papers on e-Governance are available at websites of Development Gateway, UNPAN, Australian Repository, mit.gov.in and darpg.gov.in. It will be foolishness to say that a person who did not take any honorarium for the e-readiness project in DIT and who walked out of the job interview at DARPG can sell his integrity for a job at NISG. People who want to kill the young talent of the country are coming up with such baseless and foolish allegations. Youngmen like Sameer are future of India , we should nurture our future and show them the right path.
But it appears that Sh. Kumarswmy is harassing him just because he blocked his useless allegations on the yahoogroup http://groups.yahoo.com/groups/india-egov ?

Credentials of Sh. Subhendru Parth
One may also try to ascertain the credentials of the controversial author of Dataquest who wrote that article about Sh. J.Satyanarayana. One may read his articles in Dataquest on e-governance wherein on various agendas on e-governance – his analysis is that Dataquest is the best solution. His current articles fully describe his mis-understanding of e-Governance. Not to say he took work out of an individual and did not care to pay his April/ may 2005 and did not pay his due.

On NISG being under Government Control
NISG technically has majority stake of Private Sector but still is fully accountable to Government through its Directors. Four out of five directors of NISG are Government Officers who are fully accountable to Government. Hence NISG is indirectly accountable to Government through its board of Directors. Therefore the allegations that NISG is non accountable are false and kiddish.

On e-Governance Standards
In one his e-mails Sh.Kumarswamy has questioned one of the DDG of NIC on e-Governance standards. Sh.Kumarswmay should realize that Rome was not built in a day. It will take time – discussions, deliberations, brainstorming for evolving national standards. He should not start harassing people by such silly questions. It is impossible to create standards overnite. Even countries like US and UK are still evolving and learning in same.

About Sh. Kumarswamy
If you do a google search on Sh. Kumarswamy you will realize that Sh. Kumarswamy is habit of creating mess. Mr. Kumarswamy created a fish market in the india-egov group and derailed it completely. A group which was started for development was completely taken into tangent direction after joining of Sh. Kumarswamy. Mr. Kumaraswamy is a known for creating trouble for the people he works with and for, believes in making cheap publicity for himself and he has a habit of inviting troubles as mentioned in one of the weblink below. On e-Seva and Bangalore One
Sh. Kumarswamy has forwarded lot of material written by Sh. Umashankar on above two initiatives. He has also petitioned lot of people on above subject. But should we form our opinion on baseless allegations of two people or should we form our opinion of over two crore people who have benefited from the above Integrated Citizen Service Centres. The choice is your two believe two crore people offline or two people online.

On Sh. Chandrashekar
Sh. Kumarswamy has written a lot about Sh. Chandrashekar as director of NISG. And has also stated that NISG under his control is meaningless and should be brought under the control of CVC/CAG/ CBI. While stating all this he forgets that Sh. Chandrashekar is not only AS (e-Gov) but also the Chief Vigilance Officer of DIT. Government of India , its various intelligence agencies and CVC must have ascertained his integrity before awarding him this responsibility. And the fact that Sh. Chandrashekar has been promoted as Additional Secretary (e-Gov) from JS(e-Gov) is proof enough that GOI has full faith in him.

Regarding need of NISG when NIC existed
NISG is not at all in domain of NIC. NISG is not in project implementation, software development, Support etc. The focus of NISG is strategic Advice, project conceptualization and capacity building. It appears that Sh.Kumarswamy is trying to create conflict amongst various agencies of the Government to de-rail the e-Governance program of the nation. His recent post on NIC staff being marginalized is provocative and intended to divide people. Will you support an individual who is dividing India ? Think it over..

On Project Bhoomi
Sh. Kumarswami has made mot of allegations on the project Bhoomi, Bangalore One and Sh. Rajeev Chawla . He has even petitioned CM, Karnataka on above issues. But there were no substance in his allegations. The project Bhoomi is showing successes and has won many national and international awards. The project is getting replicated in various states. By making such false allegations Sh. Kumarswamy is just stalling the e-Governance progress of India . It appears that he has a personal grudge against Sh. Rajeev Chawla who opted for CDAC developed Kannada fonts than fonts developed by company of Sh. Kumarswamy.

On Mission 2007
Sh. Kumarswamy also did not shy away on making allegations on multiple NGO’s of the country who have come forward to establish Village Knowledge Centres. Just because his friend Sh. Umashankar was not invited he questioned the integrity of Dr. B. Shadrach and later even that of Sh. M S Swaminathan. Should we believe in such a man?

On MCA21 project
When the project is in implementation phase Sh. Kumarswamy is creating doubts in minds of people. Sh. Kumarswamy is spreading rumors on anything and everything. He is no better than a man who makes bomb hoax calls. But his rumors are creating a lot of problems across the board and must be curtailed.

On Srivastava Krishna
When Sh. Krishna of Worldbank put forward his viewpoint – Sh. Kumarswamy showered multiple allegations against him. He did this to Sh. Satish Jha, Gen Bagga and many other honorable people. If he cannot respect a retired army man, he cannot respect anyone in the country. His only principle in life is make any false allegation against people who are big. He believes that by throwing mud on big people he will also become big.

An Appeal
You all must realize that Sh. Kumarswami is just dividing the nation and e-governance community of India . Based outside India his only aim appears to de-rail the National e-Governance Plan of India . He is targeting the champions of change in India one by one and is creating rumors about them. He is dividing various institutions within India . He is trying to create a rift between NIC – DIT – NISG – NISCI – DARPG and various other agencies. We all should be careful of such a man. I may not be able to caution you again. In future, however I request you to form any opinion about anyone only after you yourself look into the matter. I would also request you all to block his e-mail id from your e-mails so that you may not hear more of his imaginary thoughts and destructive e-mails.
Let us all move towards the path of constructive India . Let us strengthen the champions of change in India .

Man Behind Kumarswamy
Last but most important we all also should realize that who is the man behind Sh. Kumarswamy. At certain places the text of Sh. Kumarswamy quotes that “I can write a book on this” . People who know one individual definitely know which person uses this very frequently. Every time he uses different id’s being scared of his persona identity being revealed.

My personal apologies if I had hurt someone in replying to above e-mail. But the things need to be straightened out. I ill hence forth never respond to any such allegation and request you to only form your opinion based on facts and looking into details. Let us see the integrity of individuals who are questioning the integrity of others….
